Mr. Rory Karl serves as the Chief Academic Officer and Director of Curriculum, Instruction, and Professional Development for Dover Public Schools.
His distinguished career in educational leadership has significantly contributed to the district's mission of achieving academic excellence. Through his strategic vision and dedication, Mr. Karl has been instrumental in refining curriculum development, enhancing instructional strategies, and empowering staff to reach their highest potential.
Mr. Karl’s leadership is characterized by a steadfast commitment to fostering professional growth and accountability among staff. He has championed the use of advanced assessment tools such as iReady and Linkit, promoting data-driven instruction that aligns with the district's objectives. His strategic implementation of digital learning platforms like Clever has ensured universal access to technology, enriching the educational experience for all students.
His tenure has seen a focus on collaborative budget planning and the delivery of targeted professional development, particularly in data analysis and instructional improvement. By conducting thorough data reviews, Mr. Karl ensures that the curriculum remains compliant and optimized for student success. His efforts have also strengthened partnerships with higher education institutions and neighboring schools, broadening the scope and quality of educational programs available.
Mr. Karl holds a Master’s degree in Elementary Education with specializations in Educational Leadership and Administration, as well as Curriculum, Instruction, and Assessment from Walden University. He also holds a Bachelor’s degree in Elementary Education with a concentration in History from Susquehanna University.
With over a decade of experience in elementary education, including his previous role as a teacher at Fredon Township School, Mr. Karl is a seasoned educator dedicated to creating a collaborative environment that supports the success of every student. His innovative leadership and unwavering commitment to educational excellence continue to drive the district forward.
Joshua Chuy serves as the Administrator of Student Performance and Strategic Planning for the district. In this role, he focuses on collecting and analyzing data to strengthen instruction and improve building operations. He also plays a key role in supporting the district’s Strategic Planning process, ensuring that initiatives remain aligned and focused on the district’s vision and mission. In addition, he brings extensive expertise in Title I planning and budgeting, ensuring that resources are directed to support both academic achievement and the social-emotional needs of students.
Previously, he served as the principal of East Dover Elementary School, where he guided the school to significant gains in student growth and performance. In 2024, East Dover was recognized for exceeding standards in NJSLA ELA growth and meeting standards in Mathematics, reflecting the collective efforts of staff and students under his leadership.
With more than nineteen years of dedication to the field of education, Joshua Chuy has served students from PreK through 7th grade in a wide variety of roles. His career experience includes teaching grades 3–5, working as a P.B.S.I.S. Coach (Positive Behavior Support in Schools), serving as Dean of Students, supervising K–2 intervention, coordinating enrichment programs, and holding leadership positions as Assistant Principal (PreK–7) and Principal at both the intermediate and elementary levels.
He is committed to using his knowledge, leadership, and collaborative approach to help schools and educators create the best possible outcomes for students. His work continues to reflect a deep dedication to supporting families, strengthening instruction, and ensuring every child has the opportunity to succeed.
